Susan T. Bell is a member of the U.S. Senior Foreign Service with the rank of Minister Counselor and is the Director of the Office of English Language Programs in the Department of State’s Bureau of Educational and Cultural Affairs. Susan has held various public diplomacy, policy, and senior leadership and management positions during her more than 31-year diplomatic career, with previous assignments in Colombia (twice), Brazil, Suriname, Canada, Germany, and Washington, D.C. Susan is especially proud to lead the incredible team of professionals behind the Department of State’s English language programs, having seen the powerful impact of English language programs firsthand – empowering English language networks, educators, and learners leading to educational and economic opportunity around the world.
